The Nigeria Data Protection Commission (NDPC) has officially signed separate Memoranda of Understanding (MoUs) with the Bureau of Public Procurement (BPP) and the Nigeria Governors’ Forum (NGF).


The agreements, signed on May 8, 2026, represent a coordinated effort to embed data protection and privacy standards across both federal procurement processes and subnational governance.

Securing the Procurement Pipeline

The partnership with the BPP is designed to integrate robust data governance into the federal government’s procurement lifecycle. During the signing ceremony, the National Commissioner and CEO of the NDPC, Dr. Vincent Olatunji, emphasized that data privacy is no longer optional but a “global imperative” for building institutional credibility.

“Data privacy is essential for building trust and confidence within our digital ecosystem,” Olatunji stated.

“By partnering with the BPP, we are ensuring that the massive amounts of sensitive data handled during public procurement are protected by international best practices.”

In a practical first step, the NDPC presented 50 Virtual Privacy Academy vouchers to BPP personnel to kickstart specialized training. The Director-General of the BPP, Dr. Adebowale Adedokun, welcomed the gesture but looked toward a more ambitious scale, proposing that training be expanded to cover the Bureau’s 453 procurement officers nationwide. Adedokun reminded attendees that the “unlawful disclosure of government information is a criminal offense,” highlighting the need for technological safeguards to match the country’s digital transition.

Extending Privacy to the States

Implementation and Next Steps
To ensure these MoUs do not remain mere paperwork, the NDPC has established dedicated working groups with both the BPP and the NGF. These groups are tasked with developing actionable frameworks and timelines for the rollout of compliance audits and capacity-building programs.


The NDPC’s recent moves follow a pattern of aggressive regulatory expansion aimed at positioning Nigeria as a leader in African data sovereignty. With these new partnerships, the commission is moving beyond mere oversight and into active institutional reform, signaling that in the 2026 digital landscape, data protection is everyone’s business.
